It isn't a surprise that over half of our soft drinks contain too much sugar. The industry knows this is the case. The average consumer's palette prefers a more sugary taste than 'natural' drinks such as milk or water would provide; but unfortunately this is what sells. 

Ultimately the drinks industry will need to change, either through recipe reformulation or living with, and so passing on, a sugar tax. I believe this is a step in the right direction but it is just as important to educate consumers on the health issues around sugar and then give them clear labelling to make their preferred choices.
